Steam has yet to pick up my keystrokes in that regard, but ostensibly, if you remove the music folder from being scanned, it won't have any music to play. Just go into your Steam settings -> Music -> Select any relevant items and hit Remove -> Ok, and restart Steam.

My current solution/workaround is to turn down the volume of the music player to 0, but the volume sometimes changes (not sure if bug or something else) and I would prefer to just disable the music player completely.
